On-Call Group Restriction

When an on-call group is selected as a page recipient, only the individual(s) currently on-call is paged. If more than one individual is on-call, all individuals on-call are paged. If no one is currently on-call for the on-call group, the on-call group cannot be selected as a page recipient.
